    A comparative analysis of cadastral systems in the EU countries according to basic selected criteria

    The European Union (EU) has taken the road with some international moral values rather than economical worries. These values in the statute of key criteria during adaptation to the EU are directly related to land policy and management. In this context, some key criteria such as the establishment of free market, the protection of human rights and the support of environmental sustainability depend on effective land administration system, thus cadastre. That is the reason of the great importance of cadastre in the EU. In 2002, the concept of the EU cadastre was opened for discussion with participations of member countries. The aim here is to shape the EU cadastre. At this point, the investigation of the cadastral system of each member country is required. This issue is also important for candidate countries such as Turkey because of their adaptation process to the EU. The aim of this study is to make a comparative analysis by handling cadastral system of each member country in general terms. The study is divided into three parts. In the first part, general information about both the EU concept and member countries is given. In the second part, it is defined which criteria are required and important during the investigation of cadastral system of any country, and, according to these selected criteria, cadastral systems of member countries are analyzed.     Cadastral services in Turkey within the framework of new public management

    Central, national, political-managerial actors and the organization, processes and personnel structure of the public administration are changing within the framework of the new public management paradigm that envisages the superiority of private sector and private sector management techniques over the public sector. Restructuring of public management has been put on the agenda in 2000s in Turkey and various regulations have started to be established accordingly. In this process, new expansions have been made in the roles of the cadastre sector -which is considered to be a traditional public service- by bringing new legal and public regulations. The most significant step taken in this regard is the purchase of technical services from the private sector and handover of demand-oriented tasks (amalgamation, position determination, type variations etc.) conducted by the General Directorate of Land Registry and Cadastre (TKGM) to the licensed private measurement offices. Therefore, thanks to its reduced work load, TKGM uses all its facilities to establish a guiding, supervisory and spatial information system.     REVIEW OF OPINIONS OF MATH TEACHERS CONCERNING THE LEARNING ENVIRONMENT THAT THEY DESIGN

    Design of appropriate learning environment has a significant importance in creation of aims of the math teaching. In the design of learning environments, teachers play a significant role. The aim of this study is determination of opinions of the math teachers concerning the learning environment that they design. In accordance with this aim, an opinion form which is comprised of open-ended questions is applied on 30 math teachers who are in charge in Middle Anatolian Region in Turkey. The data which are obtained as result of the application have been analysed and presented by using frequencies and percentages. It is understood from the obtained results that teachers benefit from the textbooks and auxiliary test books for designing the teaching environment, and they don't often give a place to different teaching methods and techniques.  Article visualizations

    Effect of Mobile Instructional Design on Student Perception of Distance Learning

    Learning through mobile applications has become more relevant as mobile tools have evolved. The COVID-19 outbreak that spread across the globe in 2019 promoted to a brief period of distance learning. The purpose of the study was to investigate how the students' perceptions of distance learning were affected by the use of a mobile application designed for a seventh-grade mathematics course. The research was performed using quasi-experimental design. The study was conducted in the distance education process with 7th grade students studying in a secondary school in the 2020-2021 academic year. The mobile application was used to deliver the instruction to the students in the experimental group, whereas the control group received instruction based on the textbook. To collect the data for the study, Yıldırım et al. (2014) designed the "Student Opinions Scale for Distance Education". T-tests were used to assess the data for dependent and independent samples, respectively. The study revealed a substantial difference in the post-test results of the students in the experimental and control groups. It was discovered that there was no significant difference between the pre and posttest scores of the control group students' opinions on distance education and that there was a substantial increase in the experimental group students' attitudes on distance education between the two assessments. According to the findings, it has been suggested that by creating mobile applications in various ways and including them into the distance learning process, the impacts of using them for mathematics classes on distance learning can be studied

    A new vision in compromising of civilizations: the right of real property acquisition of foreigners in Turkey

    In today, the target of many communities is to become contemporary and advanced community. In fact, the technology has turned the world to the U-tube. Waters have rapidly incorporated and the information has interchanged regardless boundaries. The universal definition of this is globalization. As the result of the globalization, the information and the capital have rapidly circulated and people have affected each other mutually. In addition, the globalization has brought real property requirement of foreign real person and legal entity to be able to live and continue their works at the outside of their own countries. Individuals’ right of real property acquisition in wherever they want is one of the fundamental human rights. However, that any country takes protecting and maintaining of benefits of its own citizens, and of its own integrity into account is of the great importance by defining the rights given to foreigners. That the country takes the applications, its own citizens are exposed in any foreign country, into account is also very important. Particularly in developing countries, foreign capital requirement necessitates to abolish the restrictions preventing real property acquisition of foreigners. In this context, Turkey needs 25 billion dollars foreign capital verdure yearly to be able to provide sustainable growth. In order to meet this requirement, the procedures, preventing the right of real property acquisition of foreign real and legal person, have been arranged in the level of the European Union (EU) member countries. In this paper, it is aimed that existing legal procedures about real property acquisition of foreigners in Turkey as a candidate country to the EU is explained in detail in order to be a sample for developing countries. Besides, some approaches are given by evaluating positive and negative aspects of conversion from national properties to international properties in point of visions in future of developing countries

    Public-private partnership in cadastre: the case of Turkey and the EU countries

    The Privatization is one of the most crucial trends recently. The Privatization can be defined as a transfer of the state tasks to private sector. The transfer can occur entirely or partly. The privatization can be mentioned for various fields traditionally in the responsibility of the Sate. The cadastre is also one of these fields. On the other hand, as known, cadastral procedure consists of various stages such as adjudication, cadastral survey, registration, processes or approvals, updating cadastral maps and registers and transactions etc. Traditionally, all of these stages have been in the responsibility of the State but in the course of time, private sector has started to take part in some stages. In this context, for cadastre, using of the term public-private partnership will be more suitable than the privatization. Indeed, public- private partnership has been mentioned in many works. At the result of these works, that participation of private sector in cadastre is required and inevitable is agreed. But, what stages have to be executed by the state and what stages can be undertaken by private sectors has been still discussed. The role of private sector in cadastre has also been discussed in Turkey. In Turkey, theoretically, it is accepted that cadastral survey can be undertaken by private sector but in practice this cannot be applied sufficiently. So, in this study, for Turkey, public-private partnership is examined. Besides, as Turkey has been a candidate country to the EU since 1999, the current situation of public-private partnership in cadastre in the EU countries is also investigated.     RESEARCH OF VISUAL CONTEXTUAL SUPPORT FOR THE SUBJECT OF CIRCLE ON MATHEMATICS TEACHER CANDIDATES

    The purpose of this study is to research the effects of visual contextual support for the subject of circle in geometry education. The study was conducted by using one of the qualitative research methods, special case study. The sampling of the research was formed by 72 teacher candidates who are studying in Necmettin Erbakan University Ahmet Keleşoğlu Faculty of Education Primary Education Department Primary Education Mathematics Teaching Department. As data collection tool, an evaluation consisting of verbally asked problems regarding the subject of circle was used. Questions were selected according to the relevant subject among the Olympics questions. When selecting the questions, care was taken to contain most basic information about the relevant subject but include the attributes that are having difficulties in transferring of concepts into shapes. As a result of the study, it was observed that teacher candidates were having difficulties in transferring the question into a shape while solving the questions that are directed to them without a visual contextual support and reaching the correct answer. In conclusion, it is seen that questions provided with visual contextual support could easily be solved by students but prevents their spatial thinking skills.  Article visualizations
